CRCI Africa searches for humanitarian aid, economic development and infrastructure projects. We encourage joint-venture partnership with African Private Sectors, Governments and Municipalities worldwide, on a case by case basis.

Mrs. Rameline KAMGA has developed historically two significant projects;
- The Jewel of Africa
- RK B.O.T Program

The two programs focus on Infrastructure, Agriculture and other areas that can generate economic growth in Africa.

The Jewel of Africa

After over 32 years of researching the best solution to human socio-economic development, Disaster Risk Reduction, deforestation, preparing the best environment for the youths, ameliorates life and working condition for those living in extreme poverty.
Starting with the rural areas by giving great financial support to the Private Sector of Africa beginning in Africa, this will create more jobs for our youths and stop them from running away and dying in water in search of greener pastures. Without support to the African Private Sector it is similar to refusing economic independence to Africa.
”The Jewel of Africa" is designed to eradicate poverty and illiteracy and its successful implementation will serve not only as a model in Africa but for the entire World where the scourge of poverty finds a resting place and breeding ground.

The RK B.O.T PROGRAM

(Covering: Surface, Air, and Marine Transportation, Hard Board, Information Technology, Agriculture, Aquaculture, Conservation, Food Processing, Mining, Hotel, Housing, Water, Energy, School, University, and many others without any restriction) to undertake a program of actions designed to coordinate Africa and international construction companies and investors to be involved in infrastructure development projects in African countries. RK B.O.T PROGRAM main goal is to support foreign technical assistance and their participation in the development of Africa’s infrastructure through the RK Build/Operate/Transfer (B.O.T) strategy, without any deposit or sovereign guaranty of the Government. This is because the finance through RK B.O.T PROGRAM is 100%.
RK’s B.O.T strategy will allow Foreign Developers or Contractors to support the building of strong privates sectors. It will ensure Capacity Building; create Jobs, Eradicate Poverty and Corruption, Promote Democracy, Transparency, Education, Gender Equality, Empower Women and Ensure Environment Sustainability. It will create economic growth and strengthen the relationship between Africa and the rest of the world.

CHOICE OF AFRICA

The current trend of African governments at different strata is to eradicate poverty, illiteracy, disaster risk reduction, the reduction of deforestation and ensure economic emancipation of African. The presence of human capital and availability of required land needed to drive the projects make Africa tower above other countries in World.
Also, the robust economic policy of the government that encourages public/private partnership in Agro-industrial development is key in our consideration.

CONCEPT OF THE PROJECT

From research for more than 32 years, Mrs. KAMGA notices that there is not enough banking systems to sustain our private sector which includes those in agriculture and fishing. Mrs. KAMGA thinks we should put special emphasis on the construction of Industrial Self Contained Development Cities which would satisfy most people and improve working conditions. The fact is that we cannot always satisfy small farms run by some private operators, small fishing camps in pathetic structures, without any respect of the environment.
Living and working conditions of the rural people will not have any guaranteed progress in productivity. The proposed development of peripheral and rural areas should give first priority to those who every day at sunrise, work the land and cast nets for nutrition for all.
We have also discovered that migration from rural to urban areas is due largely to non-availability of social amenities in the rural areas; most civil servant and others that are appointed to serve in rural area will refuse the position because of the poor infrastructure for their family. Also, the zeal to find means of livelihood drive people to urban areas. In order to stem this tide, there must be a deliberate effort to make rural areas attractive to people. In this light, a research carried out shows that affordable home in an environment which also provides economic means without environmental degradation is feasible. It has also been discovered that reliance on foreign socio-economy partnership from advanced economies make African countries to be subject to the whims and caprices of the humanitarian providers.
In order therefore, to ensure economic emancipation without necessarily emboldening the local economy, this concept was developed.
Other main conception of the project is to enable the State to create living spaces and ultra-modern working condition for the rural areas, since our people are living as it was 100 years ago. This action helps to eliminate some forms of poverty and illiteracy.
In its current configuration the project "Jewel of Africa" takes into account the priorities of the conservation of the environment on climate change, disaster risk reduction, deforestation and healthy living, the means and the conditions of modern life and work in the context of a sustainable human development.
The other specific objective is to enable the State to create adequate infrastructure to meet the needs of disadvantaged groups of the population living in the of extreme poverty.
The "Jewel of Africa" is a facilitating framework that has encouraged financial institutions to invest in innovative projects taking into account the well-being of people living in rural and suburban areas. Funding mechanisms are revolving projects: The completed projects ensure repayment of all investments pertaining to that project and with the State involvement in those projects a sovereign guaranty would not be required.

Basic information:

Remediation

The projects start with a site inspection then the development phase (civil works) which creates the necessary conditions for the development of the infrastructure, notably the collection, drainage, evacuation and loss of water- rain or common use. The infrastructure consolidations are designed and built according to international rules and standards. The investment available can be used to provide for Housing, Paved Roads, Railways, Bridges, Airport, Seaport, Water, Electricity, Sewers, Drains and Waste Management Systems.
The work of the public utility infrastructure will be developed in partnership with the authorized State, ensuring the State has the management skills through its service plans.

WORKABILITY
For the project to work, it has to involve the following parties:
a) The Government of the benefiting State
b) The Investors
c) The anchor concession group
d) The Facilitator

a) The Government of the Benefiting State
The government will provide:
Mandate to Chairman of CRCI AFRICA
The government will provide $1 million USD (One Million Dollar) to ensure that the project will not be cancelled or stop when the Experts has commenced the work. Minimum 4,000 hectares of land will be required Issuance of C of O. Moral assistance.

b) The Investors

The group of investors are ready to provide $5B USD (Five Billion Dollars) per state without limitation over a period of time. The fund will be released in tranches of $1B USD (One Billion Dollars) as the project progresses.
However, CRCI will work with a local financial institution, where the funds will be domiciled.



c) The Anchor Concession Group will be made up of the citizens of the Hosting country.

This is the group that will anchor the projects from inception to maturity after the investor recuperated their investment. The Anchor Concession Group’s role will be to establish Centers of Excellence for Capacity Building in continuing vocational training, provision of Micro-Credit, mentoring youths and children through the creation of computerized documentation centers.

PHASES OF THE PROJECT
The 4,000 hectares of the land will be divided into two:

1. 2,000 hectares for housing, accommodation, scheme schools, techno polis, clinic, recreation, country club, professional facilitation for golf and other social amenities etc.

The other facilities for golf, leisure and other activities related to tourism and worldly sporting events are to be installed on the outskirts of the communities. In the vision of the project, these components are very important for several reasons:

- Continuity of promoting tourism development of our state;

- Conservation and the construction of the beauty of nature - landscape;

- The preservation of the environment of each community.

Their proper operations will therefore help in repayment of the investment by supporting the costs and expenses that will affect rural areas.

2. 2,000 hectares for Agriculture, livestock farming and different industries

(A) MECHANIZED AGRICULTURE AND LIVESTOCK

Agriculture will be mechanized farming with the priority of its modernization and industrialization in rural areas. Cultures are varied as much as technically possible. The support structure is:
Center incubator to allow the formation and demonstration of how to promote agricultural products within international rules and standards of marketing and export:

The production apparatus comprises:
- Agro-pastoral industries
- Industrial farms, abattoirs and butchers;
- With dairy products
- Manufacturing industries- juices and jams based on the local fruits

There are three types of farms, agro-pastoral:
- Communal farms for cultivation for export;
- Individual farms for local food culture
- Farmer Friendly Skill (FFS) the training of young farmers originating in selected rural areas.

Another goal is to achieve food self-sufficiency within five years.

The support structure is a training centre for the maintenance of industrial and agricultural machinery - garage (tractor, motor pump etc.).

Production structure itself consists of:
- Processing Industries,
- Industrial packaging

STORAGE PRODUCTS
Products will be stored in cold rooms, stores and silos.
The design and construction of these storage locations will be away from the residential areas in a planned and uniformed setting.

(B) FISHING AND FISH ULTRA MODERN

The "Jewel of Africa" includes areas reserved for fishing and fish farming. This will be for the processing and preservation of various fish products. This area will be reasonably remote from any residential area.

The support structure is:
- Training center to demonstrate how to promote fishery products within the international rules and standards of marketing and export.

(C) STATEMENT OF DEFICIENCY

Support for rural environment must not stop at the offer of agricultural tools, tractors and seeds, but also have to focus more on the quality of the environment, housing and life itself. This is a very ambitious project; which requires rationales, integrated and harmonious development of the total rural areas. ***
Therefore, this project placed at the center of its concerns, decent habitats with moderate means.

  • The vision of this project is to initiate a futuristic innovation to meet the people and at the same time solve the problems of modernization, industrialization and rural development
  • At the heart of these issues are concentrated all the problems of men and things posed by human development, labor and social affairs, currency and capital, economic production and marketing, distribution of national income and well-being of the members of the community.

(D) Housing

The housing scheme will have:

- Low income housing in
- Middle income housing in
- High income housing in

About 20,000 houses shall be built.
10,000 houses for the poor
8,500 houses for Middle income
1,500 houses for High income

This will be prefabricated materials. Two(2) workers can complete a unit within 2 days while 4 workers can complete it in a day and this will create a lot of job because the project do not needs engineering experts.

Low Income Section I
The 3 bedrooms houses en-suite in section I shall be allocated as owner – occupier, who shall be required to pay a token by Bless Carte value of $5USD (Five Dollars) per monthly mortgage which includes: 1). mortgage - insurance, 2). water, 3). electricity, 4). school, 5). Public transport, 6). medical, 7) recreation, 8). maintenance. This shall be paid over a period of 8 years after which the title reverts to the occupier. The $5USD (Five Dollars) per month will enable the owner to have access to the community playground and other recreation area.
It should be noted that the housing is not to be rented out or sold.

Middle Income Housing Section II
The 4-6 bedrooms of houses en-suite in section II are also prefabricated and facilities.
These are for the class of civil servants and private workers that can afford $250USD for 4 bedroom en-suite to $ 500USD for 6 bedroom en-suite per month.

High Income Housing Section III
The 7 to 10 bedrooms of houses en-suite in section III is for the affluent. Presidential and ambassadorial mansions shall be erected.

Conclusion:

In this context, the goal to attract the State raises the need for relevant choices of opportunity and high added value.

This will be the first time a project of this scale, integrating and anticipating current and future needs of rural populations, will be established in Africa;

The Jewel of Africa will provide references for model of sustainable human development in modern rural communities.
